States constantly pursue internal interest adverse to the whole. Furthermore, men love power, and the states are unlikely to give up their sovereignty unless they are forced to. The British government us the best in the world, and I doubt whether anything short of it would do in America. Men serve their avarice through the states and will keep power there and render any confederacy precarious. Complete sovereignty must therefore lie with the national government. The Congress should have the power to pass all laws whatever, and all laws of the particular states contrary to the Constitution or laws of the United States be utterly void. The state governors should be appointed by the national government.

What are the virtues of the British System? For one thing, their House of Lords is a most noble institution, because it is conservative by nature. Concerning Shays' Rebellion, when some ideas seize the popular passions, they spread like wild fire, and become irresistible. The House of Lords forms a permanent barrier against every pernicious innovation brought about by the amazing violence and turbulence of the democratic spirit. It is necessary, then, for the UNITED STATES. to have lifetime senators, in imitation of the House of Lords.
